The Administration for Children’s Services (ACS) is the governmental agency who investigates matters of child abuse and neglect in New York City. ACS can file a child abuse or neglect petition in Family Court against a parent (or non-parent caretaker) of a child, and thereby severely impact a parent’s constitutional rights.
